In the Governor’s State of the Commonwealth address, Governor Robb painted a fairly gloomy fiscal picture for the remainder of 82-83 fiscal year as well as for the next fiscal year. I do not necessarily agree with him.
Prior to leaving office, Governor Dalton proposed a budget for the biennium of SI3.2 billion. After enacting S500 million of new taxes, the General Assembly appropriated an additional $500 million for government services and capital construction. During the latter part of 1982, tax revenues fell below what had been predicted and expected. As required by law, the governor had to cut expenditures by $300 million to keep within the currently expected revenue supply. Even with the cutbacks, the budget just submitted by Governor Robb is $200 million more for the biennium than wAs recommended in the Dalton budget. This is not an all gloom situation.
