Massie spoke in favor of the scale. “Although I, too, support the concept of merit promotions, I don’t want to change the rules of the game again for the teachers. Let’s not abandon the index salary scale at this late date and start all over. We have an evaluation system that, with time and study, can be worked into the system.”
Updike spoke again, saying that each delay in adopting the index system made future buy-in costlier. "And we must have a really well thought out merit system,” he said. “The evaluations can be used as a stepping-stone but we need a thorough study. Let’s adopt the indei^system now.”
Easthafri spoke again, repeating his opposition to the whole concept. "Of all here, only Mr. Lane and myself have made a thorough study of this,” he said. “The superintendent and the three board members who support the scale are reacting emotionally....you just want to please the teachers—to give them a sense of security. 1 submit that teachers here do have security, with no reductions from dedining enrollment, no capricious firings. I oppose this scheme. So far, my arguments have fallen on glazed eyes and deaf ears.”
