Despite arguments from the lowest bidder that the board should accept his bid even though it was not accompanied by the bid bond called for in the specifications, the school board accepted the next lowest bid of $133,235 with changes from Lantz Construction Company, a Broadway firm.
Addressing the board was Eric Leach of Whitehead-Leach Construction Company, of Richmond, who had submitted the lowest bid of $126,000. Leach maintained that virtually no Richmond architectural firms asked for bid bonds; that he could, if selected, come up with a bid bond; and that the school board members had the right to waive that requirement if they so decided.
