Just Wimps?

If morale in the upper echelons of the State Department of Corrections is sagging a bit these days, it is with good reason.
The 1983 General Assembly enacted a bristling array of new anti-crime legislation. (Trumpets and fanfare!)
But then it quietly spirited away nearly $4 million of the money which the corrections department desperately needs in order to give the new legislation teeth. It was a classic example of the marvelously muted mugwumpery which the lawmakers raise to an art form each year.
The new laws are a part of Gov. Charles Robb’s and Attorney General Gerald Baliles’ “war” on drug abuse. They include the expanded use of evidence collected during court-ordered wiretaps, the creation of multi-jurisdictional grand juries armed with the power to indict, new penalties and other crime-fighting legal tools.
Now, one has to assume that in enacting these
