As to compliance with Article 13’s regulations on sound, Konick noted that is is up to the special use permit applicant to produce certification by experts that proposed range meets all criteria, relieving the county of the responsibility of providing sound testing equipment.

“It’s a very complex thing,” interjected Fanning Baumgardner, former county engineer. He reported that he had worked with the Army’s Corps of Engineers on experiments to determine the noise levels produced by tractors with different types of mufflers. After trying various types of sophisticated measuring devices, the Corps eventually resorted to using five individuals of about the same age whose hearing had been medically certified. Beginning from a spot three miles away, they walked toward the tractors and stopped when the noise got loud, Baumgardner said. “You’re concerned with what the ar hears, not with what the experts say the decibel level is...A measure with a meter doesn’t give an adequate measure of noise and the distance you can hear it."
Robert Bowers, who first proposed the range amendment, told the board that his primary interest in having a shooting range is to teach safety. He noted that there were 12 deaths in hunting accidents in Virginia during the past season. “Most were because they didn’t know how to handle a rifle,” he said, adding that by 1985, the state will make completion of a hunter safety course prerequisite for issuance of a hunting license.
Maintaining that approval of a range will lower property values, S. D. Hutton, who lives across the street from the Bowers, asked if the county was going to be willing to cut property taxes by 25 percent for landowners near the range.
