“I’d like to have these men at work closer to their homes,” he said. “I’d very much like to do this job at a substantial savings to Rappahannock people. Please give me the chance to put these men back to work here.”
Superintendent Robert Fstabrook advised the board that he’d heard informally from several local contractors who did not make a bid on the project because of difficulty in obtaining the sizeable bid bone. “It certainly would be unfair to them to ignore the requirement for someone else,” he said.
