Robert Eastham read Leach part of the Public Procurement Act that took effect in January of this year. “Our hands are tied, Mr. Leach,” Eastham said. “It clearly states that each bid must be accompanied by a bid bond not to exceed 6% of the total bid."
“If you are able to procure a bid bond,” Eastham asked, “why didn’t you simply enclose it with your bid?”
“I guess it was my error,” Leach said. “I didn’t get the plans until Friday. I should have realized it. However, I can procure a bid bond.”
Leach told the board that he presently employed six or seven men from the area at construction sites in Richmond.
