Questions from the mayor, the town council and members of the audience greeted representatives of Potomac Electric Power Company at the council meeting Wednesday night. Jim Poffenburger, PotEd’s Luray office representative, and Kenneth Nichols, area engineering supervisor, were returning to Washington to hear reaction from the council on the new utility franchise agreement, which they said was to be renewed by June 1983, thirty-four years after the last agreement in 1949.
“As you know, this is a controversial topic of discussion because of events in the county,” Mayor Newbill Miller addressed the men. The utility representatives acknowledged this was so.
Miller said that he had given a copy of the proposed franchise agreement to the town lawyer, who had made changes to the document. “I also spoke with another lawyer,” Miller said. “Do you
