The Literary Fund of this state (just “mugged” for the benefit of public employees by the Governor and General Assembly for a reported $65 million) was established a quarter of a century before Rappahannock County was formed to support “the education of the poor.” One of the first acts of the Gentlemen Justices of Rappahannock County was to appoint a Board of School Commissioners to supervise these schools and the writer is proud of the fact that his great-grandfather, Robert Eastham, one of our original Gentleman Justices, was also one of the first School Commissioners. The Gentlemen Justices educated their own children at home and at private expense but, apparently, they subscribed wholeheartedly to this dictum of Thomas Jefferson:
