Bruce questioned the need for a franchise agreement with a state-recognized monopoly: “Why do we need it?” she asked.

Poffenberger replied that, according to the Virginia Code, any time a town leases its public ways to a utility, the company must be licensed to use the space under a franchise. He added that the town has the right to tax the utility’s receipts, either at $100 or at one-half of one percent of the gross receipts.

Sharon Luke appeared before the council to request permission for a change in status in the lien held by the town on the fire hall, traded to the Lukes for the old church which now serves as town hall. Her request was granted pending signature by missing council members Dorothy Hawkins and Taylor Updike.
