Estabrook questioned the “competitive notions of ranking” in which one student is pitted against another, one school system against another, American schools against those of the Soviets. “Education,” he said, “is not about getting ahead. It’s about enjoying the joy of learning. ”
In the area of test scores, Estabrook suggested the apparently contradictory idea that low scores are a sign of success in the schools. The reason is that the sort of student who used to drop out now stays in school long enough to take the tests. In the days when there was less emphasiB on vocational training, only the best students survived to take achievement tests. Thus the scores averaged higher than they do now that students of a lower ability level are included.
