The escapes of the six deathrow inmates from Mecklenburg, the escapes of two other felons from the Spring Street penitentiary in Richmond and last week’s prisoner uprising at Mecklenburg have shaken the Robb administration from top to bottom, and some agonizing reappraisals of corrections policy are reportedly under way.
