But perhaps the even more shocking allegations concern the guard personnel. It is reliably reported that during a shakedown inspection (search) of the Mecklenburg facility on July 26, guards beat up prisoners at will, struck some in the genitals and generally brutalized at least some of those being searched. Gov. Robb acknowledges that several of these allegations appear to have merit and are under investigation.
What can be done about all this?
Secretary of Transportation and Public Safety Franklin White, Robb’s cabinet official responsible for corrections, candidly admits it’s a Catch St situation. If the prisoners misbehave, more stringent rules are imposed. But these seem to result in increased inmate tension and even more violent behavior. At the moment the situation is being contained by the suspension of a number of inmate priviliges, lockdowns (keeping inmates in their cells) and greatly increased surveillance.
All this erodes the morale of both guards and prisoners, contributes to the pent-up pressures of anger and frustration, and could well lead to renewed and even more violent disturbances.
Just where Robb and his corrections staff go from here is anvthin? but clear.
