A Scrabble landowner filed an appeal Tuesday of the issuance of the building permit to construct an animal shelter on county-owned land near the abandoned Scrabble School.
The building permit was issued to the Rappahannock County Board of Supervisors, which last week learned of the intent of neighboring landowners to protest the selection of that site.
