Col. Bingham described himself as a retired military officer who left the service after 26 Vi years and chose to reside in Virginia where his roots go back for generations. An activist in the fight to stop the landfill at the Stover tract, he said he became a candidate at the request of 'Jackson District residents.
Col. Bingham said he believes in “government for the people and by the people ... What I think personally counts for very little because a supervisor is nothing more than your representative.”
Is there a single over-riding issue? “People’s perception of lack of representation.”
Should the Planning Commission be required to do more long range planning, specifically toward the development of a capital improvements plan? “One thing that really bothers me is the absence of the five-year capital improvements plan that was called for back in 1980 ... I see a gym and auditorium (in the high school expansion) with no seats. People shouldn’t have to go out and raise money for something like that ... (The failure to develop a CIP) is not totally the responsibility of the supervisors but they are remiss in not enforcing (the Comprehensive Plan’s requirement). They should have a five-year capital investment plan before they go any further . . . Right now, we’re in a mode of crisis management, pure and simple.”
Frank Fishback: Jackson District
“Jackson District needs representation across the board,” said Mr. Fishback. “Listening is the best ability I have. I will listen to the complaints and opinions of my constituents and do whatever I can to help them... There are going to be hand times in Rappahannock County. Urbanization is coming this way. Taxes are going up. The schools need improvements,” he said, adding that there are ho sure and certain solutions to the problems facing the county. “The only promise I’m going to make is that I will do my best as a supervisor and the best that I can to help you.”
Is there a single over-riding issue? “The focus in Jackson District for the last six months has been the landfill. I think the voting public would say that’s the biggest issue. But I think it’s who yoy as voters $ want to^reprisfent for the .next four years. ** -;i v ! * *

(The two governmental bodies) need to meet and work together.”
