“Cost avoidance is by far the largest economic factor” in determining the economic advantages of recycling, Mr. Chuse said. ‘Today, the market conditions are right for recycling because trash disposal costs are skyrocketing.”
In assessing the chances for a successful recycling effort in Rappahannock County, Mr. Chuse divided people into three categories: those who will wholeheartedly embrace the concept; those who can be educated into recycling; and those who will continue to throw empty beer cans on the roadside. The first group will take bottles, cans and paper to a recycling station, no matter where it’s located, and the third group won’t, no matter what.
But the participation of the second group - which may comprise the largest segment of Rappahannock's residents - will depend on the convenience of the recycling stations, Mr. Chuse maintained, getting unqualified seconds to that position from most of those attending.
