House of Delegates minority leader Raymond R. (Andy) Guest Jr. is unopposed in his tenth race for the 31st District seat, his second unopposed campaign in a row. Del. Guest was elected by the House GOP caucus to the minority leader’s position following the Democratic sweep of the state’s highest offices in 1986. SWCD Directors on ballot
One sure bet in this year's election is that the least-publicized office on the ballot is that of the two Rappahannock County seats on the Culpeper Soil and Water Conservation District's board of directors. The district, which comprises the five counties of Rappahannock, Culpeper, Madison, Greene and Orange, has a 12-member board of directors and one associate director. Each county has two seats, which are filled for terms of three years. Both county seats are up for election this year, with both W. Clifford Latham and James F. Massie seeking reelection.
