Is there a single over-riding issue? ‘Taxes. I feel the tax rate is out of control. Our budget process is out of control. We need someone in there who can put a halt to this spending . . . Taxes have doubled, I think primarily because we don’t have a capital improvements plan . . . The position of the supervisors seems to have been ‘Let’s hope nothing happens while we’re in here’... Incomes haven’t gone up by 100 percent. Property values haven’t gone up by 100 percent. But taxes have. We need to sharpen our pencils and get out the magnifying glass when the budget comes up in March. ”
Should land application of sludge be allowed in Rappahannock County? “I’ve seen the trucks in Fauquier County backing into the fields at 4 a.m. to dump sludge. There’s absolutely no monitoring... It’s completely out of the question as far as I’m concerned.”
Should the Planning Commission be required to do more long range planning, specifically toward development of a capital improvements plan? “At the hearing on the zoning ordinance, when Col. (E. P.) Luke asked the Planning Commission how much money was in the capital improvements fimd, they said the county didn’t even have one and rather than address the issue, they struck the language (calling for such a fund). They took the easy way out ... We have to get those guys on the ball. I don’t know how we’re going to get them out of the ditch they've dug themselves into. After the subdivision ordinance is out, we should push them toward a capital improvements plan.”
