A1 Henry: Jackson District
“My opponents say I have no record,” said Mr. Henry, the incumbent who first announced he would not seek re-election and then later declared as a write-in candidate. “On my first day on the board,. I had the distinct honor of seconding the capital improvements plan for the high school.” Mr. Henry reported that since his appointment to fill the unexpired term of J. R. Latham, he’s voted in favor of more equitable user fees for the building and health departments and a fairer distribution of personal property tax, and against allowing an alcoholic beverage package store in Rappahannock County.
He acknowledged that he’s been criticized in his own district over the Stover landfill issue. “I represent the people at large. I want to do what’s best for Jackson District as a whole, not just for 50 or 60 residents (near the proposed dump site).”
Mr. Henry pledged to work to “keep taxes as low as possible, maintain use value taxation and enforce zoning laws fairly. ”
Is there a single over-riding issue? “Education and taxes are always issues. For the next 12 months, the development of the landfill will be an issue ... Then, for the first time, the county will be in the business of operating a landfill. That’s going to be a major task ... I think we should have a committee to oversee (the landfill’s development and operation) and report back regularly to the board.”
Should land application of sludge be allowed in Rappahannock County? “I’m totally against sludge from outside sources coming in to Rappahannock County ... If it was a good thing, there wouldn’t be so many restrictions on it. If there was no risk involved, there’d be no regulations on it. With all the uncertainties, it’s something we don’t want to get involved with.”
Should the Planning Commission be required to do more long range planning, specifically toward development of a capital improvements plan? “I have a real problem with a capital improvements plan. Basically, it means setting money aside
