The variance approval came after questions were raised by Mr. Gooch about the timing of the setback application, as well as whether its approval could affect the decision of the town’s Architectural Review Board, which is considering a certificate of appropriateness for the addition. ARB approval is necessary for any construction or renovation projects within the town’s historic district.
Town Attorney Frank Reynolds replied that regardless of the ARB’s decision, the council does not need to reconsider the variance unless any redesign of the addition produces an effect on traffic patterns.
County Administrator John McCarthy, representing the county, told Mr. Gooch that the county’s application for a certificate of appropriateness has been pending for several months, awaiting final blueprints from the county’s architect.
“Cheap shots” was the description Mr. Gooch gave of comments by Supervisor Mike Massie at the Board of Supervisors’ May meeting, and he questioned whether Mr. McCarthy had accurately relayed the deliberations of the ARB at its special meeting called to consider the county’s application.
Mr. Gooch recalled that the ARB had postponed consideration of the application at its regular April meeting because Mr. McCarthy hail a conflict with another county meeting and could not attend. The special meeting April 27 was called to accomodate the county’s need, he said.
