“Everyone knows their role, and everyone knows the guidelines. The prosecution is important,” Mr. Luke agreed, “but we have to provide support to the victim over the long-term — often for years, including foster care and counseling. We have to keep in mind that the victim has concerns and needs independent of the prosecution — regardless of whether the case is brought to justice or not.”
