The process is an inherently political one that strikes fear in the hearts of incumbents who don’t have the seniority or connections to protect themselves. Because the legislature is controlled by Democrats and a Democratic governor is in office, Republican incumbents are feeling particularly vulnerable.
Let’s take legislator X, for example, a member of the House of Delegates who’s been around just a few years but has worked assidously to build up a solid base of support in his or her district.
Then let’s presume someone who wants to run against legislator X gets the ear of the right people on the P&E committee. By poring over election returns, it can be seen that legislator X runs strongest in the Fishbone Precinct, the Tumipseed Precinct and the Wildflower Precinct.
Take away those three precincts, stick them in another district and legislator X may soon be legislator ex.
