same aisinct. mere are innumerable ways to strengthen the chances of re-election of favored incumbents and to weaken or demolish the chances of those who aren’t favored. A few strokes of the pen can turn a budding political career into political oblivion.
There will probably be only two or three of the state’s 10 incumbent members of Congress challenged this year. One reason, of course, is the power of an incumbent to use the perks of the office to build formidable support.
But another prime reason is that some who want to run for congressional seats eventually prefer to wait until 1992 when new congressional lines will be in place. Why try to do all that work and raise all that money this year when the present district may look considerably different the next time around, particularly since Virginia will add an extra district because of its population boom?
Carefully monitoring the redistricting process in the state will not only be incumbents, would-be challengers and representatives of the two mjyor parties, but such interest groups as the NAACP, ACLU, Common Cause and others.
Each will have their separate agendas and each, once census figures are known, will start to drawn their own suggested political maps of the Commonwealth.
