At Monday’s meeting the board also decided to postpone until the May meeting the appointment of a member of the Planning Commission from Jackson District. Col. Bingham nominated George Wesselholf to replace David Fannon as the district’s commissioner, But he failed to get A second for his nomination.

Col. Bingham and Mr. Fannon, who has represented Jackson District since 1978, have been at odds over Mr. Fannon’s performance on the Planning Commission. Last April the dispute came to a bitter head when Col. Bingham made public a letter he wrote to Mr. Fannon; requesting his resignation. He cited what he felt was Commissioner Fannon’s “lack of attention to detail” which led to 'what Col. Bingham alleged were numerous errors of fact in the portions of the revision of the county’s Comprehensive Plan which applied to Amissville and Jackson District.

As the district supervisor, Col. Bingham may nominate a person to serve on the Planning Commission, but does not have the power to force that appointee to resign. That led to his request, last year, for Mr. Fannon’s resignation. Mr. Fannon’s only reply was, “I’ll resign if he’ll resign. That will be my ultimate service to Rappahannock County.”
