Since the springbox is on the highway department right-of-way, Tenney said, and the underground source is inside the park, which is within the jurisdiction of the federal Department of the Interior, the state Health Department’s role has been purely advisory.
“I have warned the highway department, since they own the spring, that it is a hazard and a potential liability if someone gets sick,” Tenney said.
He acknowledged that the health department has received many calls from people opposed to closing the spring. Lines are common there, particularly on weekends, when cars arrive loaded with plastic jugs and glass bottles to carry home the untreated snrino1, water.
