After an extended pause Mr. Estes seconded this nomination and the motion passed 4-1 with Col. Bingham voting “nay.”
When the Planning Commission and supervisors approved a revision of the county’s Comprehensive Plan in 1989, Col. Bingham opposed it, saying it was “neither comprehensive nor a plan. ” He was particularly critical of what he alleged was misinformation and missing information about Jackson District and Amissville in the plan, and called for Mr. Fannon to resign from the Planning Commission.
Mr. Fannon refused.
Since then Col. Bingham has several times been on the short end of 41 votes and has failed to get seconds for his motions. He was the only member to vote against free aerial spraying for the gypsy moth in Stonewall-Hawthom District, and at the same meeting seemed prepared to vote against cable TV for Wakefield, Hampton, and Piedmont Districts unless Amissville was included. He was unable to get a second for his original motion to approve Emiel Smet’s subdivision in Jackson District.
In addition Col. Bingham has frequently criticised the land use tax program, which most other members support, at least in modified form. The Planning Commission is expected to make recommendations on that program before the next reassessment takes effect.
Unfortunately for Mr. Wesselhoft, apparently a lot of chickens came home to roost, to use an old familiar phrase, when Col. Bingham was unable to get his nominee accepted by his fellow supervisors.
