“This plan will come back to haunt the majority party to a greater extent even than the state redistricting plans you passed earlier,” said Del. Clinton Miller, RShenandoah. He referred to state Assembly redistricting that lumped together many incumbent Republicans but was followed by impressive Republican victories in the Nov. 5 election.
Under the House and Senate plans, six-term Republican incumbent Frank Wolf would still live in the 10th District. The proposed district, in both plans, includes most of Prince William County, all of Clarke, Frederick, Loudoun, Fauquier ;jnd Warren counties, most or all of Rappahannock County, and Reston, Herndon and Fairfax.
A new 11th District would be created under both plans that would not include an incumbent.
