Mr. Reynolds said the sticking point during negotiations concerned “gross” vs. “net” profit, because the local governments will be paid a percentage of the revenues. The county and town agreed to drop from 5 percent to 3.5 percent on the condition that it come out of gross revenues, not net profit.
