He continued, “With principals, parents and the school boards, we don’t need a bureaucracy in Richmond with its mandates. Bureaucrats focus on the needs of groups. Teachers are the only ones who can focus on the needs of the individual child... Centralized educational planning isn’t working in Virginia.”
He said he would favor a choice plan with parents being reimbursed through tax credits up to $1,500 for tuition paid for private schooling and tax credits for home schoolers up to the actual costs of books and materials.
