Royer submitted Part A plans, which contain information on the suitability of the site for a landfill, to the state Department of Waste Management. In an interview Friday Mr. McCarthy said the state asked for a “seismic impact” study to be added to the plans. The engineering firm is waiting for the results of that study to send to the state. Once the Part A plans have been approved, it will take about 45 more days to complete the Part B plans, for the actual construction of the cell, Mr. McCarthy said. It would probably require another two months to get state approval, he said.
Then construction could begin, but that would mean it would be January at the earliest before the new cell would be ready, Mr. McCarthy said. If a new cell is opened, the extension of the monitoring requirements would not matter, the county would already be compelled to monitor for 30 years. '
