Dolan said that only a small portion of juvenile offenders are causing most of our problems, and they require “a very aggressive intervention public policy.”
Among the most dangerous threats to harmony in the state, he said, were those “who have been in the juvenile system four or five times and who believe [the system] can’t do anything to them.
“It’s a law-and-order message, but it is a carefully targeted message,” he said of his campaign. “Five to seven percent of these people are doing a disproportionate amount of real terror and damage. They have to be handled very harshly. The vast majority of these young people, things can be done with if you start early enough,” he said.
Dolan suggests a much- stricter and more tightly regulated system of juvenile probation, employing, perhaps, an increasingly large number of retiring military non-commissioned officers.
