timate when it will be filled. The cell was originally designed to be full by the end of 1993. That assumed that the trash would be covered with dirt each day. Since those plans were made, the county Arranged to cover the trash with “fluff” and a reusable “fabrisoil” cover each day.' The county stopped accepting “fluff” in early June and only the “fabrisoil” is being used.

In the meantime Royer Engineering of Richmond has a contract to design a new cell for the county landfill. Once the county began to negotiate with Fauquier, plans for the new cell were supposed to provide an alternative if the county could not work out an arrangement with Fauquier.
