Virginia and «ven the nation, Needels explained. He said PEC wants to make certain the state legislature doesn’t “give Disney any special treatment.”
He said the Take a Second Look campaign is getting a lot of publicity. “This may become a test case for land use,” he said.
Needels noted that in Rappahannock the initial impact will not be great. "The growth won’t be overnight,” he said. However, he said the impact would be felt in Fauquier and Loudoun counties. He said the result will be to take the comprehensive plans of Fauquier and Loudoun counties and throw them out.
“Disney will be the core of a new city.” he said. He predicted that by the end of the 1990s Warrenton will be as populated as Manassas.
Then, he said, all the people who moved to Fauquier and Loudoun to escape the urban sprawl will come to Rappahannock and Clarke counties.
He noted that air quality is already an issue since the Washington, D.C. area does not comply with the Clean Air Act. He said 30,000 visitors a day in 20,000 cars at Disney America would make that worse.
Joyce Abell asked what alternative sites there are.
Needels said PEC is trying not to select sites for Disney, but he said that if Disney wants 3,000 acres it will not be easy. He said the area considered for Legoland in eastern Prince William County is one possibility as well as places in Loudoun County closer to Dulles Airport.
Robin Purnell asked what one person could do.
Needels said that once the proposal gets to the General Assembly voters should tell their representatives not to take any vote on it until they have had a chance to see the
