Furthermore, both the overall real retail volume in 1994 and the number of payroll jobs will set new records for Virginia, finally passing their 1989 pre-recession peaks. Regionally, Pearson estimates that the Richmond-Petersburg area will likely be the growth leader among the three larger Metropolitan Statistical Areas (MSAs) in 1994. Based on the combination of income and retail trade growth rates, Richmond-Petersburg will have a marginal lead over the Northern Virginia area and a larger lead over the Hampton Roads region. Retailers in all three MSAs will realize above-average sales growth for the fourth quarter of 1998. Growth in retail sales should be about 8.4 percent for Hampton Roads and Richmond-Petersburg, and 8.6 percent for Northern Virginia.
