RICHMOND — Citing a conflict of interest, freshman Del. Jay Katzen, R31st, announced Tuesday he will abstain from voting on a $160 million state aid package for the Walt Disney Co.
Del. Katzen said he holds stock in the Exxon Corp., whose Friendswood Development Co. subsidiary owns a portion of the Haymarket property on which Disney has proposed building its 3,000acre theme park. Del. Katzen apparently is the first lawmaker to say he will not vote on the Disney legislation.
Since Exxon would profit from the Disney venture, Katzen said he decided to abstain on several Disney-related bills, “to avoid any perception of impropriety.” He added he was following his attorney's advice.
