Del. Katzen dismissed suggestions he chose to abstain to avoid making his first hard decision and added he never considered selling the stock so he could vote. “I’m just keeping to that ethical standard that I have always followed,” he said.

Del. Katzen said that his late father gave him the Exxon stock in 1959 as a graduation gift. He estimated the stock’s value at between $10,000 and $50,000. An aide said their office learned of the stock holdings only a few days ago.
