A tour of the building showing problems uncovered by an audit by the state agency monitoring employee health and safety apparently convinced the School Board that the problems and associated liability are on-going and that therefore the position should be made permanent. Mr. Smith or another administrator would be employed to oversee building maintenance and compliance with a variety of state and federal requirements.
But we question whether a new school administrative position is the best way to deal with these issues. Certainly the school buildings represent a considerable investment. Maintaining them in good repair is important. Regulations from the state and federal governments with regard to the environment and safety are indeed onerous and becomming more so.
However, the county also has a considerable investment in buildings and property in the Court House area, at the public library, and at the landfill. It seems to us that what is needed is a county property manager, who would be responsible for these matters for the schools and all other county-owned property.
The cost of funding this position should be split between the school and general government budgets.
