Mr. Biby’s letter stated, “My firm, Communications Engineering Services, provides consulting services to numerous FCC licensees in the broadcast and land mobile services, but not to any of the companies that are involved in the Rappahannock County market area.” He offered to volunteer the services of his firm to the county.
Mr. McCarthy said he had checked Mr. Biby’s references and recommended that the board take advantage of the offer.
The supervisors also received a letter from Frank Reynolds for the town stating that while the Town Council had taken no action since there was no formal application, many members spoke in opposition as did members of the audience when he brought the subject before the council. Mr. Reynolds said the .county would need a special use permit from the council and a variance from the town’s Board of Zoning Appeals to build such a tower in town.
Mr. Reynold’s letter noted that many people at the Town Council meeting said in a few years all such communication could be done from satellites.
The supervisors gladly agreed to accept Mr. Biby’s offer of free advice.
The board agreed to adopt a new set of building inspection fees.
