Project Coordinator Eldon James said that some counties on the lower end of the Rappahannock believe those like Rappahannock County, along the upper reaches of the river and its tributaries should be included in the Chesapeake Bay Act. This idea did not sit well with some of the commission members. Commission member Doris Lackey from Madison County said that if her county is polluting the Rappahannock (and they don't think they do), then they want to know about it. Richard Wallace of Orange County voiced the same concern, saying that someone needs to let his county know what they are doing right or wrong.
