There was help from the county government, law enforcement, local citizens and VDOT for the cleanup. "Every county should take responsibility for itself in addressing their resources," he said.
Following the meeting, Mr. Harris said that Rappahannock is lucky that it has an active community of citizen groups, along with help from PEC, 4H and the Izaak Walton League, working to create more citizen participation and awareness.
The Rappahannock River Basin, he said, still has a problem from questionable farming and timbering practices and from natural disasters. He agrees that the counties in the watershed need to see some statistics generated from acceptable standardized data collection methods, done by methods of observation, biological and chemical.
After those statistics are examined, we will be better able to determine whether it would be appropriate and useful to extend the Chesapeake Bay Act further westward in the tributaries, said Mr. Harris. He believes it is time for the various agricultural and conservation groups to meet with government agencies to see what the best management practices would be and what should be considered. "People need to begin to discuss this realistically," he added.
