Issues concerning the Rappahannock Rapidan Community Services Board are becoming very confused.
Board members and executive director Brian Duncan seemed to make a good case for purchasing a building for offices and a commercial kitchen rather than continuing to rent, but the issue was not buying versus continuing to rent the old hotel building in Culpeper, since the board has already signed a lease for the new building.
If the board purchases the building instead of renting it, presumably more money will go into renovations to make more of the space useful. It has not been clear what alternative there is if the board is unable to get Fauquier County to agree to the purchase. , Questions have been raised about what property the CSB owns. A complete, rather than piecemeal, answer to that is owed to the various boards of supervisors.
The issue of the level of services Rappahannock's seniors have been receiving and will continue to receive is certainly separate from the issues of property ownership, but if the cost of maintaining all these properties becomes an excuse not to expand the number of days Rappahannock's seniors are served and not to include a contribution towards utilities in the next budget, then Rappahannock's supervisors should join those in Fauquier iri wondering what the county is getting for its contribution.
Certainly there are other valuable services provided in the ar^as of mental health, mental retardation and substance abuse. Senior programs are not the only services provided through the CSB as Rappahannock's representatives on the board have pointed out. However, they are h^rticularly visible, and the CSB would be wise to consider that in preparing next year's budget.
