Werner Krebser said that people would need to know who the accuser is. Mr. Stoneman pointed out that the idea of allowing anonymous complaints was a compromise when the guidelines were put together.
Newbill Miller asked when the complaint would cease to be anonymous and said the idea was really unAmerican. He said he felt that the ASA will affect the development of Rappahannock County, adding that there is no economic reason to farm. The ASA could lead to fencing of streams in cow pastures, he said.
Glenn Martin, the Agriculture Stewardship Coordinator, explained that the guidelines for the ASA were developed from a lot of people. Comments regarding them will be accepted through February 28 and in March the guidelines will be finalized. The ASA will go into effect on April 1 and at that time, said Mr. Martin, they will start taking complaints.
The Commissioner will review all complaints and decide if they are to be investigated. If he decides to investigate, the complaint will be referred to the soil and water conservation district and they will have five days to respond whether oj/not they will investigate the complaint.
