Mr. McCarthy also deplored the billing method used for property taxes, saying he often received his>tax bill late, and sometimes he received two bills or even one containing errors. When he lost his job as a company vice president, he borrowed money to make the payments.

"It doesn’t matter whether you’re high or low income," he said. "If you’re out of work, this tax may not be repressive, but it certainly is repugnant."

Sen. Benjamin Lambert, Dr Richmond, predicted the 1.5 percent increase in the sales tax will not make up for revenue lost from personal property taxes, but he sees increases in real estate taxes as unlikely.

"What I'd like to see done," he said, "is to decrease the personal property tax just a little so that people can afford to pay their taxes on their cars — and maybe increase taxes on guns and the like.”

The Richmond delegation, Sen. Lambert said, probably will vote against the measure, as will other localities that depend heavily on the tax. He noted the popularity of the bill among constituents, but he cautioned the panel and those testifying at the hearing about finding funding for needed services.

"We don't want to hurt the important services, particularly education, in the commonwealth to eliminate personal property taxes," he said. ®

Sen. Colgan speculated that the likelihood of his bill passing this year's session remain slim, but he suggested that it will not die after the General Assembly adjourns late next month.

"I think it will be a campaign issue in the House of Delegates race and the governor's race this year," he said.
