Inaugural day — as distinct from Inaugural night (about which more later) — is a non-partisan time. President Clinton received his loudest cheers, or so it seemed from where I stood, when he directly addressed the Congressmen who were his backdrop on the dais and called for an end to "partisan bickering" between these two governmental branches that the people had voted to place under opposite parties. And he received the oath of office together with good luck wishes from the head of the third branch. Chief Justice Rehnquist, who had himself been a stout Republican partisan in his pre-judicial life.
