Dick McNear, who is a director with the SWCD in our district, said that the SWCD has some concerns about the ASA. He said that there are no guidelines as to what constitutes a reportable complaint. "What constitute $ violation serious enough to require investigation?" he asked. -
He also wondered about the cost effectiveness if a farmer has to fence his farm to keep all the cows out of streams. He said the district feels that investigators should be certified, and wondered about the availability of funding for farmers. He said there are some cost share funds potentially available from federal and state coffers, but if directed to do so, a farmer might have to spend major money to fence streams.
Mr. McNear said that local farmers are not against doing everything for clean water but that it has to be feasible. He said, "In essence this thing has turned out to be mandatory BMP's (best management practices) with no help from anybody except through
