The Rappahannock County School Board pay out meeting on June 29 brought news of an operating surplus that could solve this year’s high school row repair problem.
At this special School Board session, Superintendent David Gangel reported that revenue receipts for the year exceeded expenditures by $366,836 and, from a different perspective, expenditures lagged behind the approved appropriation by nearly $282,000. A major element of the revenue surplus was the $109,101 in State lottery funds, received in May of this year, and unappropriated in the fiscal 1998-1999 budget.
Board members complemented Dr. Gangel’s fiscal management, noting that this budget surplus amounted to under five percent, and was reflective of sound financial practices.
The end of fiscal year reports provided by the Superintendent also included recommendations as to the disposition of carry-over funds after their mandated return to the County. Dr. Gangel recommended that the School Board petition the Board of Supervisors to designate the funds for school uses including: $26,896.83 for Federal and Grant program carry-over to the 1999-2000 budget; $109,101 in unappropriated lottery
