Policies are specific and detailed written guidelines for all aspects of school operation. Many are based on State Code or statements in the SOQ, however there are also many specific local policies as well. The board’s role as a policy setting body is particularly important. Policies are meant to ensure that the system is operated consistently and fairly. This is a large, complicated, and tedious but essential ongoing role of the board.
The policy manual encompasses well over 500 pages and includes sections on personnel. students, curriculum, health and safety, etc. Copies of the policy manual are available for public review at the School Board Office, the County Library, and the offices of RCES and RCHS.
The policies of the board are implemented through the Superintendent of Schools who is, in effect the Chief Executive Officer (CEO) of the school system. The board delegates all administrative aspects of school operation to the superintendent. The board has direct responsibility for the contract and evaluation of the Superintendent. All other school personnel matters are approved by the board upon recommendation of the Superintendent and his/her assistants.
