This action must take place via a majority vote in a properly announced public meeting of the body. Individual members of the board may receive input, conduct studies, make recommendations, etc., but these endeavors have no official authority except when acted upon by the entire board at a public board meeting. Thus, it is not possible for individual board members to take definitive binding action on requests from citizens without first obtaining board consensus.
