tax; it is levied, not on the decedent, but on his estate. Furthermore, much of the value of most estates has never been taxed. That is, assets that have appreciated in value make up significant parts of most estates, and such appreciation will never have been taxed until the Estate Tax kicks in.

The Republican technique, therefore is to falsely label the matter under consideration, and then attack the false label.

Voters should be mindful ofthis technique come November, when they must choose between Senator Robb and Governor Allen and between VicePresident Gore and Governor Bush.
