The Soviet Union in its final years was spending an unsustainable 75 percent of its GNP on its military and would have collapsed no matter what we did. Not surprisingly, former CIA director George Herbert Walker Bush couldn’t figure that out. Why?
Because, what really happened to most of that money is that between 1983 and 1989 the top one-half of one percent of America’s wealthiest families (with average incomes of $3.5 million per year) increased their worth from $2.5 to 5 trillion dollars (not including substantial unrealized capital gains in the stock market) due to massive tax cuts, which the rest of us are paying for today. I do believe this is one area where George W. Bush could easily surpass his father, if he has the opportunity.
